I don't really understand what is meant by an open or closed circle as the graph of x < 4 would be a straight line running perpendicularly down through x = 4 but C sounds correct to me too!

Open circle on 4 and all numbers to the left shaded. This is true because the < symbol is used instead of the less than or equal to or greater than or equal to (in which case it would be a closed circle) and numbers to the left are shaded because numbers to the left are less than while numbers to the right would be greater than. Since x<4 it means it does not extend to the right ie. 5,6,7....( only to the left) and x is not equal to 4 but is less, so you have an open circle on 4 and all numbers to the left shaded
