It's not the speed - you do seem to be in need of some basic concepts before you try to answer questions like this.

Volume is a CONSTANT property of a solid object, yet you think that b is true (volume decreases) , but a is false (volume increases).

It is a CONSTANT property - it does not matter what units you use cm^3, mm^3, in^3 or miles^3- although the NUMBERS will be different the actual volume will be th esame -
Same as your ruler is 12" AND 1ft they are the SAME length expressed in different units
