Can anyone tell me how to measure the viscosity of a fluid like water?

VIscosity is usually measured with a device called a turbidity sensor. It's essentially a spool with springy arms on it that spins in the fluid you're examining. The viscosity will cause the arms to bend, which is what the sensor is actually measuring.
