You can try plugging in the point (3, 15) into the equation. If both sides of the quality sign are the sign, then the point is on the line. If not, then you can determine if the point is above or under the line. (you should be able to determine this from the y-value... Find the y-value for the x-coordinate 15 in your formula, and compare it to the y-value of the coordinate itself, 3.
