I think conductor( it has resistivity and resistance to resist the flow of electrons but electron flow it just resist them by decreasing drift velocity) as pure semi-conductor is an insulator and it needs to be doped and the same for semi-insulator.

no conductors are the only one which has free electrons (theoretically) and semi conductor ahas a gap before reaching conductive band. You can read that from fundamental of physics Halliday chapter 41 section 6
