PbO is an ionic compound. Pb is lead, a metal. And O is oxygen, a nonmetal. Lead has multiple oxidation states in ionic compounds. Oxygen has an ion charge of -2 in ionic compounds. So, PbO can definitely be a formula unit, if Pb has a charge of +2. A formula unit is equivalent to the empirical formula of a compound, which simply lets us know the ratio of each element in a compound.
