The graph is a straight line and therefore the equation is of the form y = mx + b.
m is the slope and b is the y-intercept.  From the graph we can see it cuts the y-axis at 20 and so the y-intercept b = 20.
Slope m = rise/run = (40 - 20) / (400 - 0) = 20/400 = 1/20
y = 1/20x + 20  or f(x) = x/20 + 20  where x is minutes and f(x) is the cost in dollars.
