From what I understand, and this is by no means correct, it involves thinking about how to go about developing a piece of software, which involves quite a bit of logic work, and then once you have it all laid out, you begin to think about what language would work best with the current problem, and then go ahead and use a team or yourself to implement the idea. Again, this is by no means gospel, and I could be totally off.

Software engineering is the practical application of engineering skills combined with computer science to create reliable, robust, and secure applications. It focuses on the entire program life-cycle from initial design all the way to future maintenance. It is somewhat of a hard thing to define. More practical and less scientific than computer science. But that's not to say that a CS student can't be a SE, or vise-versa.
