When I checked the Math part of the Study. I scrolled down alot and I still saw old questions opened. There should be a person checking on those and closing them down.

The owners of those questions will close them when they have a new question. Besides, open questions don't take more server space than closed questions so it's not a problem at all keeping them open.

Mods won't say that, only if the question is posted in the wrong group.

Mods in most cases, will tell one to close his or her question if the “question” is either inappropriate or is in the wrong study group. In addition, mods have their own reasons for asking you to close your question; you should never go against their decisions, as they are the supreme leaders of OS. :P
