The daimyo & samurai. Some Japanese scholars were already beginning to question the legitimacy of the shogun's authority, and to view him as a usurper of the emperor's supreme authority. These views were eagerly adopted by powerful western samurai clans, such as the Satsuma and Choshu, which were envious of Tokugawa power.
