She would need to make two graphs. 
The first graph could track attendance each week. X-axis being weeks going up by one's
 Y-axis going up by 5's and this being attendance
The second graph would record average temp. per month. X-axis going up by 1's 
Y-axis going over 0 and below 0 to represent both positive and negative temps.

ok i understood everything until the second graph on the Y- axis going over 0 and below 0. How would i put that. Like start it out 0 then -1 , -2 etc ?
