Place the compass on a vertex and use the bisectors to draw the circle.

This is the type of problem for which I'd definitely want to draw a diagram before attempting to  solve the problem.  You could draw a triangle yourself and then draw both an inscribed and a circumscribed circle inside and outside of that triangle and then consider the question again.  Then, you might want to consider eliminating the answers that could not be correct.
