There is a deep grove like structure, though if I recall this can be do to extremely large papillae of the tongue and not a true grove lower than a normal tongue. Don't know about in Down Syndrome, but it can occur to people as a side effect of drugs.

Also, in Down Syndrome there is a enlarged tongue.
