@roha Go to google and search "MayoClinic" AND Down Syndrome. Exactly as I tpyed, quotations and all, except the period after "syndrome" should be removed.

Down's Syndrome occurs due to trisomy on chrosome number 21. \(\bigstar\) Mental Retardation. \(\bigstar\) mongoloid face \(\bigstar\) Furrowed Tongue \(\bigstar\) Short Neck

There is a deep grove like structure, though if I recall this can be do to extremely large papillae of the tongue and not a true grove lower than a normal tongue. Don't know about in Down Syndrome, but it can occur to people as a side effect of drugs. Also, in Down Syndrome there is a enlarged tongue.
