Making school a requirement for children helped to create a mass culture by social interactions. The more people talked the more similar their cultures became. For example, if I told you it was polite to say bless you to someone that sneezed than you would start saying bless you and teaching others of the kindness as well. In doing so you would create what is called mass culture.
