why do states have the amount of electoral votes that they have?

It's based on how many Congressional reps they have. A state has two senators with the number of state representatives determined by population. So if a state has two senators (Senate) and five representatives (House), they have seven electoral votes. The only exception is the District of Columbia which gets the same number of electoral votes as the least populous state whatever that might be.
