Exactly! The adverb is the weakest because it modifies (limits) verbs.

For example: "Sue moved quickly." The "quickly" is an adverb. It should set off an alarm. In this case it is there because the verb "moved" is not very good. The solution is to find a better verb and lose the the adverb. "Moved" might be sprinted, ran, danced, spun, scampered, and so forth. If you use the verb that exactly means what Sue was doing, you do not need an adverb.
