Congruent means they are the exact same size, shape and orientation. Similar means that they are the same shape and the same orientation, but one can be bigger or smaller by a factor. No relation means no relation, of course!

Since the one on the left is a bit smaller, they are not congruent, but they are exactly the same shape by a factor of 1/2 it looks like (the one on the right looks to be sized larger by a factor of 1/2 or so) and they are "facing" the same way (which is orientation), so they would be similar.

No they are similar. If they were no relation, they might be the same shape, but they would not be facing the same way. But they are similar because they follow the definition of similar: they are the same shape, orientation, but one is bigger by a constant factor. Trust me.
