recall that for negatives the CLOSER to 0, the BIGGER the FARTHER from 0, the SMALLER thus, you're right, -16 is smaller than -2 and thus the function piece that covers that will be \(\large f(x)= \begin{cases} {\color{blue}{ 3x-9}}& x\le -2\leftarrow \textit{this one} \\ \quad \\ -\frac{2}{5}x& x> -2 \end{cases}\)
