Basically, it was early on who would chose the president of the United States. You'd have to win the electoral college to win the presidency. Now it is almost irrelevant, the popular vote is what decides it, because the Electoral College must vote how the popular vote goes.

If I'm not mistaken, the numbers come from the population of each state.
