you shift the terms around like with an equasion -> 2x < 1 + 3y -> 2x-1 < 3y -> (2x-1)/3 < y Now plug in the the first number for each possible answer in x and check whether the inequality is true or not.

the easy way to do this is start with 2x - 3y < 1 test each pair: replace x with first number in the pair, and y with the second number in the pair. simplify and see if the number you get is less than 1
