There are different ways of showing a scale. All of them use map dimension : real dimension, unless an equal sign is used. Normally one would say 1": 60 miles, 1" = 60 miles, or more usually, they would be put to the same units and just the numerical ratio is indicated. since 60 miles = 60*65536", you can also represent the scale as: 1 : 3932160, or 1/3932160. It depends what kind of scale is expected.
