The excerpt from a U.S. political policy was written in 1905: "Chronic wrongdoing may in America, as elsewhere, ultimately require intervention. In the Western Hemisphere the adherence of the United States to the Monroe Doctrine may force the United States, however reluctantly, in flagrant cases of wrongdoing … to the exercise of an international police power.": This statement was meant to justify which of these policies? I would say Roosevelt's "Big Stick" doctrine. Because it offers that it is doing something legitimate (end Chronic Wrongdoing), but also displays the justification for exercising it's own military powers "to the exercise of an international police power". - https://www.boundless.com/u-s-history/the-progressive-era-1890-1917/roosevelt-s-progressivism/the-big-stick/
