The new neighbors find out. There is no subordinating conjunction (because, when, since, etc) and it includes a subject and a verb. As long as a sentence contains a subject and verb, then it can exist as an independent clause.

I believe the adverb clause is in "unless there is money in the budget for new uniforms" because it describes the conditions. Remember that adverbs describe a verb, adjective, or another adverb.
