Signs of the imperative:

No visible subject, is a command or direction

"I wish I had done my homework." Has a visible subject (I).

"He did his homework after school." Has a visible subject (he).

"Have you done your homework yet?" Has a visible subject (you).  Also this is a question, and I cannot think of how an imperative could be a question.
