Hello :) what do I do if someone is in my same IP address and they are causing problems on here and i really am trying my best to make that person stop but i dont wanna be treated as if i am the person causing the problems im sorry :( please help me by giving advice on what i should do

If I were you, I would report them and tell to the mods that you are not the who is causing the problem. If you will explain it to them, they will understand you. Also, I don't think they can ban an IP address because they mentioned before that if they will ban an IP address, there will be some problems. Like for example, a user maybe using his/her school's internet and if they will ban the user, the other users that are using the site, will be affected. 
So i think the best thing that they can do is to suspend a user and not banning the user's IP address.

Don't worry about IP bans, they can only be issued manually by system administrators and those bans occur rarely.

Actually, the IP ban system is changing, so it would be best to talk with the person causing problems and get them to realize there will be more consequences soon enough.
