Formal language in general you use to people with authority (teachers, police, judge, church etc), people who are older than you (like your parents and grandparents) and people who you do not know. Informal language you speak to your friends and most likely people younger than you. Formal language shows respect for that persons position and acknowledgement that they "potentially" know more or are more experienced than you are.
