You either need to add 7 to the x coordinate and the y coordinate will not change, or you need to add to the y coordinate and the x coordinate will not change. When you add 7 to the x coordinate, leaving the y coordinate alone, you get a new point of (5, 4). That is one of your choices, but let's check the other way just to be sure. If you add 4 to the y coordinate and leave the x coordinate alone, you get a new point of (-2, 11) which is not a choice. So apparently they want you to add the 7 to the x direction, which moves the point to the right along the y = 4 line.
