I'd say the Chaldeans. The Phoenicians were a Maritime people (not unlike the british empire) and anyway didn't occupy a lot of fertile lands. They survived by colonizing by sea, and establishing trade routes for their economy. The Hittites and retricerians, were warrior nations, but were very successful in maintaining themselves and were hardly ever invaded. That leaves the Chaldeans.
