I'd go with the last one -- he preferred to use armed force. Bismarck was a strong advocate of strengthening the military and unifying Germany through the manipulation of events and even resorting to war to achieve his ends. The guy was absolutely pragmatic in the prosecution of his goals. If a door needed to be kicked down, he'd use an army to do it with if he couldn't trick someone into opening it for him first.
