It is not a good question. It is only occasionally possible to determine if a particular rule "emphasize[s] equality and personal liberty". It is not a good question. Judges do not have a mandate to rule for or against a specific individual (elected official or otherwise). They should follow and interpret the law. Anyway, it's none of the bottom three. Okay, off to mathematics...
