Sentence fragments are groups of words that don't express a complete thought. They are only part of a sentence. A sentence fragment has nothing to do with size or amount of words. Therefore, a very short sentence with a complete idea is NOT a sentence fragment. begin with a capital letter and conclude with an end mark

B. It is an incomplete thought. Usually, when you so the word 'when', there will be a comman leading into a second part of the sentence, often explaining the statement further...if that made any sense... I feel like this sounded better in my mind rather than typed out in this comment.
