However, this question seems to be based on a false premise, as comparison with contemporary writings should make clear.  Notice that only nouns not capitalized in the passage is "defense." That was probably an error.  Many writers of American English in this period capitalized every noun, just a German does today.  In other words, leading you look for a special reason for this capitalization is deceptive.
