well the function values are f(0) = 0 f(pi/2) = 3 so the rate of change is \[\frac{f(\frac{\pi}{2}) - f(0)}{\frac{\pi}{2} - 0}\]

the rate of change is (y1-y0)/(x1-x0), looking at the plot, we get (3 - 0)/(pi/2 - 0) = 6/pi
rate of change in this question is just asking for the slope of the line segment joining (0, 0) and (pi/2, 3)
