OpenStudy (e.mccormick):

The original definition of a Personal Computer or PC is simply one that can work without a mainframe or minicomputer and was still useful for general computing operations. If you think about the assorted portables, they do not necessarily allow you to do many things without the web. If something only does cloud based computing, it is using a surrogate for the old mainframe solution. The basic computer operations are historically word processing and spreadsheets. Other things have been added since. However, those two are still very key to the basic user operations. That leaves them as being determining factors. If you can not do those two things while on the unit, independent of any connection to a server, then it is not a personal computer.
