First decide if there is correlation.
Since the points gather closely around a line, there is correlation, and it is strong.
If the (straight) regression line that represents the points has a positive slope, it is positive correlation.  If the regression line has a negative slope, it is negative correlation.
If the points scatter all over and do not have a form close to any line, then there is no correlation.
