did you meant inclinometer? If so , no they are not the same because a theodolite measure horizontally while an inclinometer measures vertical angles with respect to gravity.

Today's theodolite does a lot of things: Measures horizontal angles Measures vertical angles Measures inclined distances to sighted object, and conversion to horizontal and vertical distances. It also has various programmes to do traverses, memorizes reference points.
