i assume this is your question\[\frac{ 4^{-2}*2^{6} }{ 4^{2}*2^{2} }\] =\[\frac{ 2^{6} }{ 4^{2}*4^{2}*2^{2} }=\frac{ 2^{4} }{ 4^{4} }=\frac{ 1 }{ 16 }\]
