This is a lot going on here. First you need to figure out the circumference of the tire. If it has a diameter of 2 ft, the circumference is C=pi * d, which is C = 6.283. That is how many feet, then, that tire will cover in 1 revolution. It covers 13 revolutions in 1 sec, so it covers 81.68 feet in one second. Now do the conversions, like this:
