It's not a simile. Similes compare two things using the words 'like' or 'as.' It's not an allusion, as it isn't calling a reference to anything. Symbols are used to represent things without having the thing interpreted literally. I would go with personification, because it is giving the trumpet a "human" quality, as it is "summoning us," like a person would.
