so 70% chance of rain (if you watch the news) explains that there is well, a 70% chance of rain that day. A is ridiculous, because the question says "today". C is tricky, but its isn't what they are asking for. The question would say "it will rain for 3/4's of today" if the answer was C. and D, doesn't just talk about "today" so you don't even need to worry. Therefor the answer is B. :)
