so since the slope is -3 and it crosses the y axis at 1 and its a dotted line and its shaded above. y is greater becuz dotted line. equation y is greater than -3x+1 which is the same as y is greater than 1 - 3x so C. I don't think that makes sense but I think you get the idea :D
