I believe this one is C
That seems about right because of the attributes of water and other forms of liquid.
But if they are far away from each other then they would probably not be considered water but more as vapor or gas so and gas is the only of the solid, liquid or gas that has no definite volume.
Which would not make it C, if C is the one that indicates indefinite shape and indefinite volume.

Tightly packed particles would be considered a solid. Particles that are spread out yet close enough to interact with each other would be water. Gases are the most spread out or far apart.
Liquid would also have an indefinite shape but a definite volume.
