I don't mean to rain on your parade, but chemical reactions are actually the process by which atoms attempt to reach a lower energy state.  It just so happens that completing outer "energy levels" brings atoms to lower energy states in many molecules.  However, this is not always true and you will find exceptions all over the place. :)
