Does the speedometer of a car read average speed or instantaneous speed? How do you know?

The speedometer of a car reads the speed that the car is going "at the moment' so that speed must be the instantaneous speed. If it were to read average speed then while driving it would not read 0 when stopped at a red-light but instead decline to zero over time because you were driving before that.
