While there is no rule that says you must solve a two-step equation by adding or subtracting first, why is it recommended?

You will have to address this with your teacher or course materials. Personally, I believe this is foolishness. The step you should perform first is the step that you understand and that gets you closer to the answer you seek. While there is no such rule, this situation should stay as it is and such recommendations should be discarded.
