Well, the competitors are those companies that may offer the same sales or services as the one Dave works for. So if they are maintaining good customer satisfaction, it would be a benefit to move the company overseas, which is not what Dave wants. What does that leave you with?

Yes, but shouldn't you know why it is the right answer for future reference? It says that the government would encourage local business, which allows them to keep savings.

OpenStudy (anonymous):

So their tax will be reduced. That benefits them greatly.
