The night vision goggles that you are mentioning work because they capture light from the infrared part of the e-m spectrum from whatever body you are looking at due to black body radiation, which all things with a temperature greater than 0K emit.

Microwave frequency starts at 1GHz... this could be the extremely low microwave frequency you are referring in your question... and these bands of frequencies are not yet visible... upper part of UHF up to EHF... followed by visible spectrum...
