Is it ok to keep studying without being able to complete a problem set?
I am understanding most of the course (maybe I thought I was understanding most of it), but I got stuck in ps4 problem 4 about Caesar Cipher. Will I get confused if I keep studying and let this specific problem to do later on, when I can understand better and possibly think by myself in a solution? I mean, I know that if I see the solution maybe I understand how it works, but now I am not capable of thinking in a solution for this, is it bad to leave for later?

Is it better to stop with the lectures until I can solve this or may I skip this for a while and then come back and solve it?

It is fine to come back later.  The materials are free, so there is nothing wrong with bouncing around in them.
