a confederation is defined as a group of loosely allied states, but a federation is when the states have power as well as the central government but overall the central government has the most power.

in the beginning the founding fathers were afraid if they created a government like the one in England then the same thing would happen and so they created the Articles of Confederation, limiting the central government's power. This caused too many problems because people would get unhappy and fight (ex:Shay's rebellion). So they created the Constitution granting both the national and state levels power and instituting checks and balances to keep everyone in check. When they went from the Articles of Confederation they changed from a Confederation into a federal republic.
