What was the structure of the Legalist government under Shi Huangdi? Autonomous local communities paid regular tribute to the emperor, who stayed out of their affairs. Local representatives were chosen by the people and reported to the emperor. The system was centralized, with an emperor in charge and local officials appointed to govern territories. The system was governed by a group similar to the ancient Roman Senate.
